Results-Based Budgeting (RBB) is the well known secret that is not really practiced!

The Budget Module of the PReMaS is a critical component of the IRBM system.  It basically provides a fully integrated results-based budget building facility for an organization to systematically construct its Capx and Opex budgets based on its substantive results-based strategic planning and programming.  Other than expenditure budgets, the module also covers Revenue budgeting to present a complete budgeting system.  The Capex covers all capital cost requirements while the Opex portion covers all categories of expenses including debt management.

The Budget Module represents the Results Based Budgeting component of the IRBM system.  This totally results-based budgeting module is seamlessly integrated with the strategic performance plan of the organization and automatically captures and tabulates the budget details for each program and activity below it under the organization.  The process is seamless and the end product is an integrated budget template that provide summary and detailed information on the budget requirements of the organization based on its priority areas, outcomes, and outputs.

The Budget Module makes the decision-making process for program strategic planning and budget determination easy and evidence based.  The traditional practice of incremental line item budgeting is not encouraged or supported.  Instead, the PReMaS enables the production of a totally results-based strategic annual and medium term plan and a results-based budget requirement for it.

The PReMaS and the budgeting module under it is ideal for all organizations moving into the results-based agenda. No country should be without it.
