The client is the sole producer and distributor of electricity in a developing country. The NEC is the sole entity that is entrusted with the management of the entire power utility for the country from production, distribution, revenue management, and infrastructure investments. The clients uses the PReMaS to enable it to prepare the strategic results plan for the medium term which is then used by each Department and regional offices to prepare their own results management plan for the medium term. The client uses the IDP module to prepare the medium term results plan and priorities which serves as the higher level priority framework for each Department and regional branch for their own strategic results planning and management. This strategic results planning is linked to the national priorities on energy and national outcomes related to energy and related outcomes. The PReMaS enables the NEC to obtain regular/periodic monitoring data from all Departments and regional branches to help management get up-to-date performance information on the production, supply, and maintenance of the power utility for the country. The system also enables the national development authority (Office of President and Cabinet and Ministry of Development Planning) to get regular performance progress reports on the national energy situation in terms of pre-determined outcomes and outputs linked to each relevant national priority area. Energy being a key national priority area and which is strategically linked to almost all other sectors in terms of development results, has to be strategically planned and linked both vertically and horizontally to ensure overall improved national development results.
