The PReMaS is the backbone of the Malaysian IRBM system which is known locally as the Outcome-Based Budgeting (OBB) System for budgeting and as the Outcome-Based Approach (OBA) for national development planning. Introduced in 2009, the IRBM system and its five integrated components of development planning, budgeting, personnel performance. M&E, and MIS was fully adopted for a whole-of-government approach to improving the country's development results. This approach was seen as the most effective systems approach to ensuring the MfDR principles espoused by all development partners. The Malaysian IRBM system was then supported by an e-enabled integrated solution called the MyResults. The MyResults package comprises three major components namely the: a. Strategic planning and results management system b. National development projects monitoring system c. National accounting package While the entire government has moved to the results-based management system since 1991 and then to the outcome based RBM system in 2009, the backbone of the new MyResults e-enabled system is the PReMaS application. Component 1 of the MyResults above is based on the PReMaS system to handle all strategic development results planning centrally by the Prime Minister's Department and all implementing Ministries and Departments. In stage II of the initiative, the MyResults will be extended to cover Provincial and District governments. The MyResults is strategically linked with both the national development projects monitoring system (PSIP) and the national accounting package to ensure seamless operation of the national medium term development initiative. The PReMaS provides the MyResults application above with its entire program logic approach and systematic results-based management planning and performance management. The Malaysian government has benefited immensely from the transformation to the IRBM system and the use of its MyResults application to ensure improved public sector performance and MfDR outcomes.
