The government of Zimbabwe was among the earliest countries to adopt the IRBM system. In 2005, the government approved the adoption of the RBM system and in 2009, the RBM system was expanded to introduce the Integrated RBM version with extensive focus on national level development planning and linkages to the lower level implementation entities. The government has been successful with the adoption of the IRBM system and has been actively implementing it. By 2015, the IRBM system has been extended to the Provincial and District levels as well. Faced with economic sanctions, the government has been seriously implementing the IRBM system to be able to survive the crisis by systematically implementing the IRBM system. The PReMaS has been adopted in a limited way due to resource constraints. However, the government is now hopeful to fully implement the IRBM system and the PReMaS with the support of various donors and development partners such as the World Bank.
