Detailed personnel management system to ensure logical integration of personnel & program performance

 

Personnel Performance System (PPS) is a key component of the Integrated Results-Based Management (IRBM) system. Along with the Results-Based Budgeting (RBB) component, it forms the backbone of the IRBM system. Under the IRBM specific PReMaS enterprise solution, the PPS is a dedicated module that provides an end-to-end solution for the planning and management of all HR functions.  HR and personnel performance is often referred to as the missing link in strategic performance management. We often take the personnel elements as a given without realising that this is what makes or breaks an organization or in the case of a developing country, the successful performance of personnel across all levels in the public sector. The same applies to the private sector as well.

The PPS is an integrated results-based personnel management module in PReMaS that enables the organization to systematically carry out personnel resources planning and enables a complete results-based work planning system for each individual in the organization as well as for work teams. All personnel in the organization are able to prepare their annual work plan based on key results and outcomes for the organization and work unit.

The personnel module also enables the systematic linking of personnel performance to organizational performance using the Programme approach and linked to the results-based budget and policy mandates. The system empowers the employee to not only identify and develop a results-based annual work plan but also enables the systematic appraisal and empowerment of every individual in the organization from the top management to the lowest level.

Last but not least, the system also enables planning for and integration of detailed competency requirements and gaps analysis which is then used for strategic capacity building planning and management for improving program results in the organization.

For developing countries, the use of the PReMaS for HR management is an indispensable tool for wholistic results management and strategic national public sector HR planning for the medium-term national development plans.
